This research was intended to develop a model for assessing the parallel educational management under the Office of the Basic Education Commission (OBEC). To administer of the research procedure in four phases that were conducted by the research process and followed as R&D research technique. The first phase has analyzed the concepts of education and evaluation of education parallel, under the OBEC and interviews of nine personnels with those involved of parallel education management. The second phase has created a parallel evaluation of education for assessing the academy schools under the OBEC. The third phase has trial evaluation model into three schools of education had a parallel educational management whereas were facing a different size small, medium and large. The fourth phase has developed the assessment model by the tools that based on the Evaluation of Standards Development Committee to evaluate educational standards with a sample size of 9 personnels who were the evaluators of the experiment involving assessment. It has found that: the concept of learning management and assessment of parallel educational management in the OBEC from textbooks, academic papers, the research reports showed that the components used in the evaluation of parallel education major has five components, such as; the principle of parallel structures, curriculum and learning and teaching, and a graduate of quality assurance. The assessment model consists of six components of the basic education forms were composed as the main concepts of evaluation, the purpose of the assessment, the evaluation focused on how to assess the evaluation, and assessment criteria. In terms of the results take the form of assessment of this experimental model used to evaluate the standard of parallel education study of the OBEC between schools with different sizes, the results showed on five standards that included of; the standard of education in parallel, standards curriculum, standard of teaching and learning, standard course, and standard of quality assurance. A quality level, all very standard and metric, and the trial found no problems in the form of assessment. The assessment model assesses the parallel education of schools under the OBEC were at the highest level all on four scales, such as Possibilities scale (x = 4.74, S.D. = 0.51), Appropriation scale (x = 4.63, S.D. = 0.49), Accuracy scales (x = 4.61, S.D. = 0.51), and Utility scale (x = 4.54, S.D. = 0.51), respectively.
The aim of this research study was to develop the evaluation model (EM) through learning management integrating unified instructions (LMIUI) of the Basic Educational Teachers under Office of the Basic Education Commission (OBEC) with the research and development process. To have integrated with the texts, documents, reports, research articles, and a database of three professional education experts was interviewed. The draft evaluation form to verify the suitability and feasibility of this evaluating draft form with nine qualified experts using a technique based on a specialized symposium (Connoisseurship). The EM model estimates to trial in 13 basic schools under the Roi-Et Primary Educational Service Area Office 1. The EM model was assessed with the feasibility of appropriate dimensions for accuracy and usefulness by the board of evaluators was involved in determining the concurrent validity forms of assessment and evaluation form that the dimensions of the possibility of reasonable involved in the trial EM form. The results of this research have found that: the factors of the EM model through the LMIMU should contain four components. The first component includes the preparation teaching has six indicator components, the second on the learning process has three components above 10 indicate, the third element of the learning media has four indicators, and the fourth components on the measurement and evaluation of learning contained 10 indicate were developed. In terms of the evaluation of the EM model, the components include the rationale for the assessment, European Journal of Education Studies-Volume 3 │ Issue 3 │ 2017 384 the goal of the assessment, the evaluation focused on components and indicators. The process and method of evaluation consists of four phases: preparatory assessment, the evaluation process and the conclusion of the assessment report, evaluation criteria was an absolute criterion by fixing a percentage of the guide contains the descriptions and application quality, evaluator sources, the evaluating instrument, collected data, data analysis, and the evaluation summary report were appropriate and the possibility as high level. The concurrent validity of the LMIUI instructional teachers, it has found that the overall of training academic teachers rating was higher than the teachers who had not been trained that evidence of statistical significance at 0.01 levels, differently. The perceptions for involving evaluation groups in the overall trial of the EM model were individual components at a high level. The overall results of the EM model with the LMIMI instruction indicated the possibility of reasonable accuracy and usefulness at a high level, significantly.

The aim of this study is presenting the perceptions of teachers on the effects of implementation of the parallel principle on productivity of 1 st , 2 nd , 3 rd and 4 th grade primary school students. General screeningmethod was usedin the study. The population of the study consists of 1234 teachers working in 79 primary school of Van in the academic year period of 2013-2014 and the study group consists of 200 classroom teachers from 20 schools, which were selected randomly. The research datawere collectedby questionnairedeveloped by the researcher and the solutions were made with the SPSS program. As a result of the study, it is presented that linking courses increases the knowledge of the students, makes the information transfers and learning the courses easier by solidifying them and facilitates the permanence. Furthermore, the teachers should prepare the syllabuses by considering the common subjects between the courses.

The article applied the DOE approach to evaluate the teaching's standards. Design of Experiments (DOE) is the statistical method to assess the quality related to products and services. Meanwhile the one's aspect of DOE's using focused to the evaluation according to the public services. DOE used to evaluate the teaching's quality in the master courses at European University of Tirana (EUT). The article demonstrates shortly the content of DOE model referring to the required practical construction of orthogonal matrix to obtain information by using the standard matrix L2 8 Taguchi. The questionnaire focused to the students of master's courses of Faculty of Economics and Information Technology, I Year (2015-2016). The analysis of results using the Taguchi method through ANOVA's highlighted the significance and impact of the inclusive factors which affected the teaching's standards. The results confirmed the significance of ability to explain and to communicate and the teacher's experience related to the teaching's standards.

The management of education plays a key role in all the educational activities; it prepares the strategies and plans, provides all means and resources, executes activities, evaluates the results, and develops the whole of educative operation. The assessment and evaluation are integral parts of the activities of management of education, of course, in cooperation with the body teachers. This important educational role of the management (Assessment and Evaluation) is very decisive to succeed the operation of these activities of education, or else this operation will be a failure. The program evaluation is one of the most essential activities, because it gives the legitimacy of the results and the official certificates to graduates and students which is the most suitable way to assess and evaluate the programs to properly complete the plans and realize the planned results or to have good results according to the national or local development plans requirements. In order to succeed the activity of assessment and evaluation, it should be practiced in common by (the educative management / teachers with stakeholders (managers of public sector /private sector / NGOs and civil society) of the labor market) because they will benefit from the future graduates and students in their businesses and organizations because they only know the needs of Jobs (knowledge's, skills and behaviors required) by their open jobs and profiles , to adapt the qualifications of graduates with the job profiles and real needs of Labor Market. This Paper will present how to use the appropriate method and the necessary techniques to engage the educative management in the activity of assessment and evaluation and to apply the proposed approach. This research is motivated by the phenomenon of various problems faced by education units, such as lack of competence of principals, teacher linearity, shortage of teachers and education staff, minimal infrastructure and low academic services. Management of education that refers to standard management guidelines is one solution that can be taken in implementing the implementation of education management. The purpose of this study in general is to describe and analyze the implementation of management standards in improving quality academic services at SDN 1 Courts and SD Laboratorium UPI Tasikmalaya City. Specifically, to determine the indicators in the implementation of management standards, including: (1) planning, (2) organizing, (3) implementation, (4) evaluation, (5) problems, (6) solutions. The method used is a descriptive method with a qualitative approach. Data was collected through observation, interviews, and documentation studies. Data analysis was carried out by collecting all information, reducing data, presenting data and drawing conclusions. Theories that support the research are management theory, and integrated quality management theory. The results of the study indicate that in general both elementary schools have implemented education management standards quite effectively, educational units are increasingly competitive, the quality of graduates has improved with quality academic services. In particular, indicators in the implementation of education management are in accordance with applicable standards, including: (1) planning carried out by formulating vision and mission, setting goals and school curriculum; (2) organizing, namely the establishment of an organizational structure, making the division of tasks for educators and education staff, providing infrastructure; (3) program of activities according to procedures; (4) evaluation, namely by conducting program effectiveness, follow-up plans and stakeholder satisfaction levels; (5) problems, including human resources in providing academic services, infrastructure facilities for supporting the academic service process, budget for academic service activities (6) solutions include, human resource problem solutions, budgets and infrastructure. These indicators have been implemented by both elementary schools, but in general they lack a complete procedure, which is not based on the results of problem identification and optimization of academic services, but tends to be based on the judgment of academic service providers in elementary schools.

The quality of teachers and teaching depends on prospective teacher education programs which have been enthusiastic to gain competencies among teachers. Therefore, to attain essential teacher competencies during teacher training programs has great meaning to prepare prospective teachers for the teaching profession. This research focused to explore the pre-service teachers' perceptions about practices of competencies they learned during the teacher education program. Through survey research data was collected from B.Ed. Hons student through an instrument. A convenient sampling technique was employed. The result of data shows no significant difference in competencies practices on basis of gender and sector, the only significant difference was seen in in-service teacher competencies, where in-service show high mean score in particular competencies practices as compared to the pre-service teacher. Researchers should focus on these variables and plan their orientations according to the perceived lack of prospective teachers.

In the course of an engaging discussion of maternal melodrama, Brett Farmer offers a brief precis of a scene from the memorable gay coming-ofage drama The Fruit Machine (Philip Saville, 1988). 1 As Farmer describes it, the scene positions the young gay male protagonist and his mother in front of the classic romantic melodrama Brief Encounter (David Lean, 1945), and becomes witness to the spectacle of their tearful, absorbed response: after a tender embrace, 'the two … continue to watch together, enraptured and in tears, as the final scene of this famous film, loved by generations of women and gay men alike, plays itself out …'. 2 For Farmer, what merits consideration here is the contiguity the scene sets up between the two figures' viewing practices. By situating the prototypical gay male protagonist's viewing practices in intense emotional and spatial proximity to those of the mother, the film locates the origin of gay spectatorship in the cultural cradle of maternal instruction. Yet what magnetizes my interest is less the causal relation than the resemblance between the two practices, a resemblance suggested by Farmer's reference to 'generations of women and gay men alike'. The spectatorial customs of the straight middle-aged woman and the young homosexual male vis-a-vis melodrama have acquired very different cultural connotations within the various theoretical projects to which they have been conscripted.
