The purposes of this research are: 1) Describe the organizational transformation process of SGC into Polimarin; 2) Describe the dialectic (process) that occurs during the SGC transformation process into Polimarin. The type of this research is qualitative case study with single case (single case single analysis). Four themes in the analysis: Theme 1 "preparing the land", theme 2 "finding the seed", theme 3 "waiting for planting season", theme 4 "planting and bloom though cannot be harvested yet". Existing institutional actors in the four themes are the main actors in Polimarin, Directorate General of Higher Education, Directorate General of Sea Transportation and IMO (International Maritime Organization).

The aim of this paper is to describe national power of Indonesia which has great potential to be the global maritime fulcrum. That is very reasonable considering Indonesia geographical position in the equator line, between two continents (Asia and Australia) and the two oceans (Pacific and Indian). This countrygeographically is part of Southeast Asian nations. In order to become a global maritime fulcrum, the port system in Indonesia must be modernized in accordance with international standards so that the ports are more accessible for the international shipping activities and provide excellent services following the international standards. A Reflection of “Indonesian Maritime Fulcrum” Initiative: Maritime History and Geopolitical ChangesThe announcement of a maritime economic initiative known as the 21st Century Maritime Silk Route (MSR) by Chinese President Xi Jinping in 2013 created a new paradigm shift in the geo-economy and geo-politics of countries in the Pacific Ocean and Indian Ocean. With this initiative, China aims to rebuild maritime lines in the seas and oceans where China once was regarded as one of the world's leading powers. In contrast to countries in Southeast Asia, which still hold divergent views on the Chinese initiative, Indonesia sees it as an opportunity to develop regions that have long been marginalized from development. Indonesia’s Maritime GovernanceSince President Joko Widodo took office in 2014, he has placed maritime governance at the top of his agenda, as evidenced by the introduction of his vision on Indonesia as a ‘global maritime fulcrum’. This article discusses how his administration has been working towards such a goal. First, it provides an overview of Indonesian laws related to maritime governance. Second, it looks at the institutions responsible for administering, enforcing, and/or applying those laws and how they have been performing their functions. Third, it explores how those institutions cooperate with external parties in four areas of Indonesia’s major interest at present: maritime security; safety of navigation; protection of the marine environment; and illegal, unreported, and unregulated fishing. Lastly, this article also discusses the challenges faced by the State in governing its maritime affairs and offers suggestions for a better maritime governance.

Repositioning Indonesia in the Changing Maritime Landscape of the Indo-Pacific Region2020 •
Indo-Pacific has been among the most contested regions in the past decade. After China demonstrated its ambitious goal in reviving maritime silk road with its military and economic presence, United States, India, Japan, and Australia formed a new coalition to counter this strategy. This paper aims to examine the position of Indonesia as a traditional regional maritime power in the context of this changing maritime landscape of the Indo-Pacific region. In doing so, this paper develops the concept of “the three faces of maritime power” which distinguishes maritime power into hard, soft, and normative maritime power. The findings of this paper indicates that Indonesia demonstrates less of its hard and soft power, but it capitalizes on its normative power to demonstrate its presence in the new maritime landscape of the Indo Pacific

Indonesia is the largest archipelagic country in the world and has enormous potential in the maritime sector. Therefore, President Joko Widodo aimed to turn Indonesia into a maritime fulcrum of the world. However, this idea hampered by doctrinal errors rooted from the community level to policymakers, including the doctrine of state defense. These errors rendered Indonesia unable to play an important role using its strategic location as the largest archipelagic country. Furthermore, piracy culture in some coastal communities of Indonesia is also a problem that hinders international trade. Moreover, this condition is further exacerbated by the threat of maritime terrorism that endangered Indonesian seafarers. This paper uses the theoretical foundation by Alfred Thayer Mahan on Sea Power to analyze what kind of policies should be taken by the government to solve the maritime security holes in order to actualize the idea of Indonesia as the maritime fulcrum of the world. Mahen stated that to become a powerful country in the world, a country should have control over the oceans. Through this theory, solving maritime security holes in Indonesia can be conducted by accumulating the strength of the sea in quantity and quality. Indonesia merupakan negara kepulauan terbesar di dunia dan memiliki potensi yang besar di bidang maritim. Oleh karena itu, Presiden Joko Widodo berniat menjadikan Indonesia sebagai poros maritim dunia. Namun, gagasan ini terhambat oleh kesalahan beberapa doktrin yang berkembang di tingkat masyarakat hingga pembuat kebijakan termasuk doktrin pertahanan negara. Kesalahan ini membuat Indonesia tidak dapat memainkan peran penting dengan lokasinya yang strategis serta sebagai negara kepulauan terbesar di dunia. Selanjutnya, keberadaan budaya pembajakan di masyarakat pesisi Indonesia turut menjadi masalah yang menghambat perdagangan internasional. Kondisi ini semakin diperparah dengan ancaman terorisme maritim yang membahayakan pelaut Indonesia. Tulisan ini menggunakan dasar teoritis Alfred Thayer Mahan mengenai Sea Power untuk menganalisis jenis kebijakan apa yang harus diambil oleh pemerintah guna mengaktualisasikan gagasan poros maritim dunia. Mahan menyebutkan bahwa untuk menjadi negara kuat harus memiliki kenadali atas laut. Melalui teori ini, menyelesaikan celah keamanan maritim di Indonesia harus dilakukan dengan mengakumulasi kekuatan maritim secara kualitas maupun kuantitas. Analysis of Indonesia's Maritime Security Strategy and Policy as the World Maritime AxisAs the largest archipelago, Indonesia should be able to utilize its potential to create prosperity for its people. In fact, the maritime sector has not been fully utilized by Indonesia. Indonesia must prioritize the goal of becoming a maritime country to restore maritime glory.
