Educational technology is a wide field. It can be considered either as a design science or as a collection of different research interests related to fundamental issues of learning, teaching and social organization. This paper aims at highlighting the importance that technology has in teaching nowadays as technology itself means the application of scientific knowledge to practical tasks. It further focuses on the idea that educational technology is based on theoretical knowledge that comes from different disciplines: communication, education, psychology, sociology, philosophy, artificial intelligence and computer science therefore it helps in improving education. It is also a complex, integrated process involving people, procedures, ideas, devices, and organization, for analyzing problems involved in all aspects of human learning. Technology should facilitate learning processes and increase performance of the educational system as it regards to effectiveness or efficiency.

The Effectiveness of the Use of Computer Technology Compared to the Traditional Methods in the Process of a Foreign Language TeachingIn this article, the effectiveness of the use of computer technology is analyzed in the process of a foreign language teaching compared to the traditional methods based on the results of a long-term experiment. The experiment was carried out with an e-learning program "Talk to me" owned by French company Auralog, the electronic textbook "German for Economists" (content authoring), and the electronic educational resource "English for geographers (physical geography)" (content authoring). The purpose of the study is to investigate the computer technologies for foreign language teaching. The subject of the research is the investigation of the quality of mastering knowledge, skills, and abilities in linguistic aspects (vocabulary, grammar, phonetics) and types of speech activity (reading, listening, speaking, writing). The purpose of the study is to determine the effectiveness of the use of computer technology in the process of language teaching aspects and types of speech activity compared to traditional teaching methods. The study is important since nowadays the development of the development of telecommunication technologies is becoming one of the principal areas for improving higher education institutions and the education system in general terms. The development and implementation of computer technology in the educational process is an essential condition for improving the efficiency of teaching at universities. The pedagogical experiment and observation, interview, questioning, testing, and also quantitative and statistical method have been used in this research. The result of the research revealed that the use of computer technology in the process of a foreign language teaching allows achieving better results in almost all language aspects and types of speech activity compared to traditional teaching methods.

Information and Communication Technologies in Language TeachingThe use of information and communication technologies (ICT) has become an integral part of the modern education process; they have created a special educational environment, within which a new quality of interaction between students and teachers is developing. The article discusses the methodological problems of using ICT in language education, as well as presents and analyzes the practical experience of using information resources in teaching English at Naberezhnye Chelny State Pedagogical University (Russia). Empirical analysis is based on methodological developments in linguodidactic testing, as well as on a questionnaire survey. Thanks to training simulators, all kinds of control tasks, presentations, tests, etc. ICT become an effective means of the instructor’s control and self-control of students. The article shows the positive effect of using Internet resources in the educational process. It should be borne in mind that the negative results of digitalization of education are always associated either with the abuse of online forms of education, or with a low-quality information product, or else with its unskilled use. Therefore, with the development of ICT, the role of the teacher, the importance of his/her qualification and responsibility will only increase.

Language a means of communication that binds and build society. It is common and fundamental phenomenon that the people in the world feels difficulty to acquire the communication skill to communicate in foreign language. In India, Hindi the National language but English is the official language, hence people in India ought learn English for Administrative and other official matters. Indians are not the native speakers of English but for them it is inevitable to learn English. Language a syntax of words/ signs/ symbols, commences from the mother's lap and takes modifications in the rhythm, intonation, modulation, accent, word-robe etc, are the qualities of a language are influenced by the family and social background. The perfect and apt syntax of words in a sentence according to situation beautifies the language and it touches the perception levels of the receiver. For a learner and teacher, it will be difficult to perform teaching –learning activity in a foreign language classroom unless they are well acquainted with the mother-tongue. In the advent of technology in the world it is obligatory and compulsory to the teacher to shift the paradigm of teaching English from traditional methods to innovative technology based teaching. The information technology and the devices of the technology are available to the teachers, it is the fundamental responsibility a of a foreign language teacher to adapt suitable and useful methods in the classroom to enhance the learning abilities of the learner. Due to the rapid advancement in modern technology, people are endeavoring to turn every impossible into possible. In today's world, we are not segregated from each other as it is the world of Facebook, Twitter, Google, Yahoo, My Space, Skype, Viber, I-pods, I-pads. Technology reigns supreme even in a developing country like Bangladesh. It is inseparably connected with our lives. So, it is a crying demand of today's time to prepare students for a technological era that awaits them. It is, therefore, the expectations from the parents, administrators as well as from students that the teachers will use the modern technology to sophisticate his teaching method. As language teaching professionals life is also intertwined with technology: for materials preparing, administrative purposes, storage, grading, professional communication, research articles publications, photocopies, scanning and so on. In teaching and learning of English language, the latest technologies such as computers, the internet, electronic dictionary, email, blogs and mobile phones plays a very effective role.
