The study aimed to establish how institutional human capacity affects performance in public procurement in tertiary institutions in West Nile sub-region of Uganda. A cross-sectional study design was used. Both quantitative and qualitative approaches were adopted in the study. This study targeted a sample of 122 respondents. Simple random sampling technique was used to select participants amongst user departments' staff. Purposive sampling was used to select the Accounting Officers and the Contracts Committee members. Quantitative data analysis mainly consisted of descriptive statistics (frequencies and percentages) and inferential statistics (Spearman Rank Order Correlation). Findings revealed a strong positive correlation ( = .611) between institutional human capacity and procurement performance. Thus, it was concluded that institutional human capacity measured in terms of professionalism and competence affected performance in public procurement in tertiary institutions in West Nile sub-region of Uganda. It is recommended that tertiary institutions in West Nile sub-region of Uganda should focus on institutional human capacity building to improve performance in public procurement in the tertiary institutions.

Both quantitative and qualitative approaches were adopted in the study. The study targeted a sample of 122 respondents. Simple random sampling technique was used to select amongst the user department staff. Purposive sampling was used to select the Accounting Officers and Contracts Committee members. Quantitative data analysis mainly consisted of descriptive statistics (frequencies and percentages) and inferential statistics (Spearman Rank Order correlation). Findings revealed a very weak negative correlation (rho =-.292) between institutional politics and performance of procurement. Thus, it was concluded that institutional politics, measured in terms of relationship between principals and agents and pursuit of individual agendas/self-interest, significantly affected performance of procurement in tertiary institutions in West Nile sub-region of Uganda. It is recommended that tertiary institutions in West Nile sub-region of Uganda should focus on institutional politics to improve their performance in public procurement.

The purpose of the study was to establish the determinants of public procurement procedures implementation in universities in Kiambu County. Various countries have instituted procurement reforms involving laws and regulations. Procurement in Kenyan public universities has been recognized as essential in service delivery. The major obstacle, however, has been inadequate regulatory compliance. The study's objectives were to find out the effect of strategic planning on implementation of public procurement procedures; the effect of organizational culture on implementation of public procurement procedures; the role of staff competence on implementation of public procurement procedures; the effect of top management support on implementation of public procurement procedures and to assess the effect of organizational culture on implementation of public procurement procedures by public universities. A conceptual framework was developed to guide the study. The study was grounded on Rational Model of Decision Making and Resource Dependence Theory. The study used descriptive survey design and sampled 21 participants. Questionnaires were used to collect data which was analyzed according to the research objectives. The study found out that the strategic planning, staff competence, support from top management and organizational culture plays an important role in enhancing implementation of procurement procedures in public universities. The study recommends that management of public universities to accord staff maximum support in order to enhance procurement procedures implementation. Top management also need to steer head cultural practices in their organizations and frequently monitor the practices so as to effectively manage them so as to boost its implementation of procurement procedures.

PROCUREMENT BEST PRACTICES AND PERFORMANCE OF PUBLIC INSTITUTIONS IN TANZANIA: EXPERIENCE FROM HIGHER LEARNING INSTITUTIONS2020 •
This study aimed to examine the contribution of procurement best practices on performance of public higher learning institutions in Tanzania. Specifically, the study intended to determine the contribution of procurement planning, monitoring and staff training on performance of public higher learning institutions. The study adopted descriptive research design and a multistage random sampling procedure was used to form strata of six higher learning institutions. Purposively, the study identified staff directly linked to procurement and Slovin's formula was used to obtain a sample of 80 respondents. Conveniently, data was collected from a sample of 65 respondents. Questionnaire, interview and documentary review were used to obtain data relating to the specific objectives of the study. Findings revealed that, monitoring procurement activities, staff training and procurement planning were significant at P ≤ 0.05 to performance. The study concluded that monitoring procurement activities, staff training and procurement planning are essential for public institutions performance. Above all, the study recommended on the need of public institutions to institute effective procurement plans, manage and monitor procurement activities and consider continuous training to procurement practitioners to enhance best performance.

A cross-sectional study design was used. Both quantitative and qualitative approaches were adopted in the study. This study targeted a sample of 122 respondents. Simple random sampling technique was used to select sample amongst the user departments’ staff. Purposive sampling technique was used to select the Accounting Officer and Contract Committee members. Quantitative data analysis mainly consisted of descriptive statistics (frequencies and percentages) and inferential statistics (Spearman Rank Order Correlation). Findings revealed an insignificantly very weak positive correlation ( rho = .065) between institutional legal framework and procurement performance. Thus, it was concluded that institutional legal environment, measured in terms of procurement legislations and the Procurement regulations, significantly affected performance in public procurement in tertiary institutions in West Nile sub region of Uganda. It is recommended that tertiary institutions in West Nile sub region of Uganda should focus on other institutional dynamics like institutional human capacity, institutional culture, institutional politics and institutional ethical values, but not on institutional legal environment since the correlation was very weak, in order to improve performance in public procurement in tertiary institutions in the sub region.
